Management & Technical Consulting Group, Inc. (MTCG) was founded in 1982 by Miguel A. Vescovacci, Ph.D., P.E., who, working as a Professor at the School of Business Administration of the University of Puerto Rico in San Juan, saw to attend a growing need for professional services in the areas of quality management and operations research across various industries and sectors of the economy.  During our first years, the firm provided services in industries which ranged from beverages, insurance, communications to public administration.

Our offices are a short trip away from the University of Puerto Rico’s Río Piedras campus by either bus (#18, #31, I-62-32, L-62-11, I-13-62), train (Cupey station), bike or car. We are within walking distance to the Metropolitan University (Ana G Mendez University System) and the Interamerican University campus in Cupey. Our proximity to these university campuses enables us to attract talent coming out of these three major colleges.

In 1984, MTCG was certified as a Disadvantaged Business Enterprise by the Office of Civil Rights of the Highway and Transportation Authority. As a result of this milestone, our firm’s involvement in major infrastructure projects expanded significantly. One of these main transportation infrastructure projects was the construction and implementation of Tren Urbano, the first high-capacity rail line built in the San Juan Metropolitan Area.

In 1995, our firm was selected by the Highway and Transportation Authority to develop a methodology to collect and report statistics on public transportation services provided in the San Juan Metropolitan Area for the Públicos transit mode for the Federal Transit Administration’s National Transit Database. In 2003, the scope of work was increased to include all metropolitan/urbanized areas of Puerto Rico, as well as non-urbanized areas for this transit mode. Our involvement in this subject area has placed our firm as the most experienced firm and the main provider of technical services related to the National Transit Database (49 CFR Part 625) in Puerto Rico. Our work in this subject area has expanded to include technical services to the Metropolitan Bus Authority and to municipal transit providers.

With the 2003 launch of the NTD’s Safety and Security module, our firm was selected to develop a system of recording safety-related and security incidents in the Público transit services across the entire jurisdiction of Puerto Rico. Our firm launched a limited-access portal for clients and government agencies to query incidents on this transit service (https://publicossafetyandsecurity.com).

In 2006, our firm was selected over a large field of consulting firms by the Department of Labor and Human Resources of Puerto Rico to update the Consumer Price Index (CPI), one of the major economic tools that assist in providing guidance on economic policy at the national level. MTCG designed new algorithms and mathematical expressions to incorporate new items, such as internet service and cellphone services, into the basket of goods, as well as re-calibrating different goods and products whose weights had been introducing a skew in the index. In 2019, our firm was selected as part of a consultant group by the Highway and Transportation Authority to produce the island’s first Transit Asset Management Plan, in accordance with 49 CFR Parts 625, 630. Our involvement in this landmark project helped the agency to identify and account for all and evaluate the condition of the public transportation assets that exist in Puerto Rico, ownership across different State public agencies and municipal entities.

In 2019, our firm initiated expansion to the northeast region of the United States to grow our services. In 2020, our firm went full digital to adapt to the rapidly changing business environment and the COVID pandemic.
